1. Introduction
Learning a foreign language has a central value in a globalized world. At the same time the linguistic notification opens an access to a better understanding of culture and structure of society.
The scope of the present EU project allows an intensive knowledge transfer between the project partner organisations which supports the development of a linguistic education, based on an Internet platform with a learning management software system for the spreading of German linguistic courses in Turkey. With this project an easy and interesting access should be created for learning a foreign language, under including by the most modern media of information and communication.
This project achieves two essential points which are indicated in the Copenhagen process as well as in Helsinki Communiqué (2006). First a strengthening of the mutual learning is forced by educational experts in the professional education and secondly a narrow relation is produced between vocational training and working life.
The German linguistic training considers the demands and directives from Liechtenstein, Austria (integration arrangement, §§ 14-16 establishment and stay laws) and Germany (§§43 following AufenthG), in each case oriented in the European competence level A1.
The intensive application of modern communicative devices cannot offer enough space for cultural exchange. Therefore it is essentially for the key people in the educational area of the cooperation partners to exchange experiences to be able to reach the project aim.
1.1 Project Cooperation
The e-emec project-cooperation is built to develop a German linguistic training for Turkish people which is based on the concepts of blended learning.
This German linguistic training considers the demands and directives from Liechtenstein, Austria (integration arrangement, §§ 14-16 establishment and stay laws) and Germany (§§43 following AufenthG), in each case oriented at the European competence level A1.
The e-learning platform allows interested people from Turkey to acquire additional linguistic skills in a simply and quickly way to find better access possibilities through the higher qualification to the EU width educational programmes and exchange programmes and above all for the job market.
1.2 Project Partners
3 determining factors were decisively for the choice of the project partners:
- a) Educational institutions at university level
- b) Educational institutions with experience in the conversion of linguistic trainings for participants from the origin country
- c) Competence in the implementation of modern training solutions
From the project preparation phase and different preparatory meetings the following project partners were chosen for the realization.

The CEO of the company realised together with his team in the past multiple and different web solutions in the area of cooperation, collaboration and learning solutions. Since 2008 the company focuses itself on web based learning solutions, especially on blended learning solutions.
GPOCS is an utmost competent partner for this project cooperation in the web based learning environment.

The OKAN University is a very modern and international oriented university educational institution of Turkey. Especially the experiences in the winding up of EU-supported projects and the modern available structures qualify OKAN as a perfect project partner.

INKA – Institute of intercultural matters (AT): http://www.institut-inka.at
The Institute INKA is since many years active as an integration specialist department and contact for German linguistic courses in Austria.
